The recipe worked perfectly. I crushed the garlic instead of mincing it, and I toasted the sesame seeds in a skillet on the stovetop. I mixed the oil, salt and garlic together and then poured it over the broccoli.

Korean sesame oil is usually toasted, but you can use either.
